Vision
This section of the LITP sets out the Vision statement, Goals, and the Objectives for transport for the next five years for KwaDukuza. It is thus vital that the Vision statement is strategically aligned to the policies of the KwaDukuza Municipality, as well as to national and provincial policies and legislation.
The following overall methodology was followed to arrive at a common understanding of the issues facing the provision of transport services and the provision of facilities:

A strategic scan of national, provincial, and municipal (local and district) policies and legislation to identify the key issues and concepts incorporated in the vision statements at the three spheres of government.

A situational analysis of the elements and dimensions of the land transport system to gain an understanding of trends and challenges facing the municipality; and

A scan of the strategic approaches adopted in the KwaDukuza Integrated Development Plan (IDP) and Spatial Development Framework (SDF).
The identification of the commonalities and key transport interventions, arising from the above scans and analysis, formed the basis for the development of the transport Vision, Goals and Objectives.
At national level as contained in the White Paper on National Transport Policy, 1996, and the National Land Transport Strategic Framework (NLTSF), 2015, the general vision of transport for South Africa can be summarised as follows:
“An integrated and efficient transport system supporting a thriving economy that promotes sustainable economic growth, supports a healthier lifestyle, provides safe and accessible mobility options, socially includes all communities and preserves the environment”. (NLTSF 2015).
The guiding principles on national transport policy all have five key elements which focus on the following:

In light of the above policy guiding principle the vision for transport within KwaDukuza has been developed and can be summarised as follows:
“Ensuring continued growth within KwaDukuza through an integrated transport system that will benefit all roads user and through efficient service provision which will form the basis for sustainable development and that will be safe to use and accessible to all.”
