Introduction
The Local Integrated Transport Plan (LITP), 2020 – 2025, was prepared by the Municipality in terms of Section 36 (1) of the National Land Transport Act, (No. 5 of 2009) (NLTA) and the “Minimum Requirements for the Preparation of Integrated Transport Plans” Section 8.3. (Government Gazette No. 40174, 29 July 2016).
The Minimum Requirements states that the LITP must be prepared and should cover the full spectrum of public transport modes as well as private and freight transport. The public transport system serving the area comprises commuter bus services, commuter rail network, minibus-taxi services and other forms of public transport such as metered taxis and long-distance transport services transport. Certain areas are also covered by more innovate public transport services such as Uber. The LITP, prepared in 2018, covers the full spectrum public transport modes and address both operations and facilities.
The KwaDukuza Municipality (KZN292) is one of four local municipalities making up the iLembe District Municipality (DC29). It is strategically located along the primary development corridor of the KwaZulu-Natal Province according to the Provincial Spatial Economic Development Strategy (PSEDS). It falls between Africa’s two largest harbours, the Durban Harbour and Richards Bay Harbour which have the best transport infrastructure and is also located adjacent the King Shaka International Airport and Dube Trade Port. As a result of the municipality’s strategic location, it is experiencing phenomenal growth making it one of the fastest growing municipalities in the Republic of South Africa.
The roads master plan for the KwaDukuza Municipality (KDM) will essentially be a sustainable long – term strategy for the development of the road network within the KwaDukuza municipal area.
